Energy Facility Siting Council To Meet April 28 in Boardman

SALEM — A proposed wind farm under review for a site certificate will be the focus of discussion at the next Energy Facility Siting Council meeting on April 28 in Boardman. The meeting begins at 8:30 a.m. at Boardman City Hall, 200 City Center Circle.

The main items on the Council’s agenda include:

  • Wheatridge Wind Energy Facility (Morrow and Umatilla counties): The Council will hear a presentation on an independent hearing officer’s proposed contested case order. If the Council agrees with the order, it will consider approval of the Application for Site Certificate, which would allow the developer to move forward with construction of the facility.   • Amendment Rulemaking: Oregon Department of Energy staff will update the Council on efforts to update rules related to amending a Site Certificate. Council direction could include specific input on further revisions to the proposed rule language and additional direction on how the Council would like the rulemaking process to proceed.
  • Biomass/Torrefaction Presentation: Matt Krumenauer, CEO of Oregon Torrefaction, will give a presentation on biomass energy projects and torrefaction activities in Oregon, including the recent test burns at Portland General Electric’s Boardman Coal Plant. Torrefaction is a thermal process that converts biomass into a brittle, coal-like material.

The next EFSC meeting is tentatively scheduled for May 25-26 in Salem.
