Energy Facility Siting Council to Meet Remotely December 18

The next regularly scheduled meeting of Oregon’s Energy Facility Siting Council will be held virtually Friday, December 18, 2020. The meeting will begin at 8:30 a.m. on Friday and is expected to conclude around noon.

The main items on the Council’s agenda are:

Radioactive Materials Enforcement Rulemaking - Council Consideration of Proposed Rules (Action Item) – Council will consider issuing a Notice of Proposed Rulemaking for proposed revisions to OAR chapter 345, division 029, related to enforcement of rules and laws governing the disposal of radioactive waste materials in Oregon. Council will either authorize or deny the Department’s request to initiate formal rulemaking proceedings on the proposed rules.

Council Review of Request for Transfer/Decision on Request for Amendment 5 of Summit Ridge Wind Farm (Action Item) – Council will receive a presentation from staff on the transfer request, comments received on the record of the transfer request, and will take action to approve or deny the transfer request. If approved, Council will issue a fifth amended site certificate to reflect the new certificate holder owner.

Council Review of Department’s Request to Use Consultant in Review of EFSC Facility Compliance with Historic, Cultural and Archeological standard (Action Item) – Council will consider appointing a consultant, pursuant to ORS 469.470(6), to support the Department and State Historic Preservation Office (SHPO) review of application, amendment and preconstruction compliance materials related to Council’s Historic, Cultural and Archeological Resources standard (OAR 345-022-0090) for specific projects under review (Blue Marmot Solar, Bonanza Energy Facility, Wagon Trail Solar, Wheatridge Renewable Energy Facility III, Golden Hills Wind Project and Montague Solar Facility) as needed.

Annual Election of Officers (Chair and Vice Chair) (Action Item) – Council will complete its obligation to annually elect a Chair and a Vice Chair.

There will also be an opportunity for public comment.
