Energy Facility Siting Council to Meet Remotely January 22

SALEM — The next regularly scheduled meeting of Oregon’s Energy Facility Siting Council will be held virtually Friday, January 22, 2021. The meeting will begin at 8:30 a.m. on Friday and is expected to conclude around 12:30 in the afternoon.

The main items on the Council’s agenda are:

Radioactive Materials Enforcement Rulemaking (Hearing) – Council will receive public comments on the proposed revisions to OAR chapter 345, division 029, related to enforcement of rules and laws governing the transport and disposal of radioactive materials and waste in Oregon. The deadline to provide the Council with written comments on the proposed rules is February 10, 2021 at 5:00 pm.

Golden Hills Wind Project, Council Review of the Proposed Order on Request for Amendment 6 of the Site Certificate (Action Item) – Council will receive a presentation on the Proposed Order on Request for Amendment 6 of the Golden Hills Wind Project site certificate and will either adopt, modify, or reject the proposed order as the final order; and will grant or deny issuance of a sixth amended site certificate.

2021-2023 Rulemaking Prioritization (Action Item) – Council will receive an update on rulemaking activities conducted in 2020, and will consider staff’s recommendations for potential rulemaking projects to be undertaken in the 2021-2023 time period. The public will have the opportunity to comment on this agenda item specifically, in addition to the general public comment period.

Annual Financial Assurance Update (Action Item) – Council will consider staff’s recommended templates for financial instruments, and financial institutions recommended for the Council’s list as approved for use by certificate holders in obtaining financial instruments in 2021.

There will also be an opportunity for public comment.
