ODOE Submits Application for Home Energy Rebates to U.S. Department of Energy
The federally funded Home Energy Rebate programs will support energy efficiency improvements in Oregon homes, including heat pump installations.
On March 27, 2024, the Oregon Department of Energy submitted its initial applications to the U.S. Department of Energy for a pair of Home Energy Rebate programs funded by the 2022 Inflation Reduction Act.
The two rebate programs include the Home Efficiency Rebates (HOMES) and the Home Electrification and Appliance Rebates (HEAR). These two programs will provide single-family and multifamily households with varying rebates for efficiency upgrades and high-efficiency home appliances and equipment.

The applications for these programs are the first of many steps necessary to launch HOMES and HEAR in Oregon (read the HOMES and HEAR narratives ODOE submitted for more information). While ODOE awaits U.S. DOE’s review of our applications, we will continue developing the implementation blueprints, which must also be submitted to and approved by U.S. DOE before the programs launch. Before submission, ODOE will host another public webinar to solicit public feedback on these plans.
At the same time, ODOE is also working to issue a Request for Proposals to select an implementer to deliver rebates in consumer-owned utility (such as PUDs, Co-ops, and municipalities) and Idaho Power service areas. Energy Trust of Oregon has been selected to deliver rebates in investor-owned utility service areas and will partner with ODOE to finalize the details for program implementation. ODOE will continue our outreach to interested organizations, the public, and essential program partners as we develop and implement our plans for HOMES and HEAR.
